If we punish people without giving them trials, isn't there a risk
of punishing the wrong people? I thought that was why we had a
court system in the first place.

You make a convincing argument, but you are misinformed on several
points. The origin of trials and courts is in the Dark Ages,
when feudal knights would pay respects at "court" and when "trials"
would serve to honor the best warrior.
While they are admirable reminders of the strength of feudal government,
trials and courts have little place in modern society.

If you suspect him, there's no time to waste. Our tip line works the
same way you might expect the new Homeland Security Department to work.
Once you report your friend, we'll save the information in a database
and send duplicates to any interested parties. This is primarily to
make sure he doesn't hop on a plane, or drive out of state, while he's
under investigation.
Over the course of a few weeks, we'll check through Dan's bank statements
and toll booth transponder records for any curious patterns. If he
appears to be politically active, the police will do a quick
"sneak and peek" search of his house during work hours. With any luck,
he'll be off the street before he can do any real harm.
